The powder foundation is the one you should use under concealer. Never use pressed powder under concealer... the concealer will show up! Pressed powder is used over liquid foundation and concealer to 'set it'. If you need to use concealer I seriously think you should use a liquid foundation first, even the powder one may look obvious, then if you need a light covering of pressed powder.Difference between pressed powder and powder foundation, to wear under liquid/stick concealer.?
I personally like the loose powder. Its light and you cant feel it on your face, and since its not a liquid, it doesnt run or feel heavy. Pressed powder, like a compact, you have to rub on your skin, which can cause small unseen irritation in your skin, while the loose powder dabs on lightly, and sits more on your skin. I also use concealer UNDER the powder, so I can even skin tone out, and the powder keeps the concealer in place better than if it was on top of the powder. Bare minerals is a great powder, kind of spendy but worth it, and it lasts a long time!
You shouldn't wear powder foundation under a liquid or stick foundation... It will just look cakey.

If you put the stick/liquid on first, you can dust on a tiny bit of the powder just to set the colour, but I wouldn't do it the other way around.
Pressed powder is to make your skin look smooth also used if you don't have anything to cover just want to even your skintone a little.

Powder foundation is for heavier coverage.

You could use either but don't put to much cause your skin will look powdery
